According to the Office of Agricultural Emergency Preparedness, AGROTERRORISM is "the deliberate introduction of a chemical or a disease agent, either against livestock/crops or into the food chain, for the purpose of undermining stability and/or generating fear." As a subcategory of BIOSECURITY, agroterrorism is a very real and easily implemented form of terrorism that could quickly dessimate our food supply. People rarly connect agroterrism with the number of people it will take to contain, control and eradicate a foreign animal disease, and where these trained technicians will come from. It is with this in mind that we are assisting in the training of an army of biorecovery technicians that will be able to adhere to best practices and safety issues associated with the areas of quarantine, euthanasia and disposal, use of appropriate personal protective equipment, and cleaning and disinfection.

Most agricultural emergency planning guides are written under the assumption that trained personnel will be available to handle an outbreak of disease. In fact the government has recognized that the U.S. is need of 300,000 additional trained personnel to be adquately prepared.
Our course was developed by Ron Snyder under a grant from the USDA and APHIS and has been modified for biorecovery technicians by the NIDS staff to concentrate on the areas of cleaning and disinfection. This two-day course includes an overview on agroterrorism, modules on quarantine, PPE, depopulation/disposal of animals, cleaning/disinfection, plus a hands-on foot and mouth disease outbreak scenario.
